Signing in on the web is not switched on yet.
Why not. Signing in here uses your Apple ID, which
Apple only permits from a domain it has verified belongs to us. That
verification is not done yet, so there is deliberately no button —
one would just take you to an Apple error page.
On iPhone, sign in inside the app itself; it works there today.
